      For super cheep you are looking for super cheep you always try local shipping companies.

      i know a few people who have made bean bag chairs with those packing “peanuts” and they turned out quite well. it should be fairly cheap to buy, or get for free from company’s that do a lot of shipping. good luck, hope this works for you.
